The World Order: New Rules or a Game without Rules (Annotated)

The World Order: New Rules or a Game without Rules presents Vladimir Putin's sharply argued critique of the post–Cold War international system, especially the dominance of the United States and its allies in defining legality, sovereignty, and intervention. Originating in the geopolitical atmosphere of the 2014 Valdai Discussion Club, the text is less a conventional book than a programmatic political address: rhetorical, polemical, and strategically historical, situated within debates on multipolarity, international law, and the erosion of global institutions. Putin, Russia's long-serving president and former KGB officer, writes from the vantage point of a statesman shaped by the Soviet collapse, NATO expansion, and Russia's contested re-entry into great-power politics. These experiences inform the work's central anxieties: instability produced by unilateral action, the humiliation of weakened states, and the demand for a revised balance of power in which Russia is recognized as an indispensable civilizational and strategic actor. This text is recommended for readers seeking to understand the ideological architecture of contemporary Russian foreign policy. Whether approached critically or comparatively, it offers a concise primary source for students of geopolitics, diplomacy, and post-1991 world order.
