The Moloto Doctrine — Volume VI: Institutional Audit moves the Doctrine from anticipating institutional vulnerability to systematically examining whether those vulnerabilities actually exist. After developing the framework of anticipatory accountability, this volume asks a necessary question: How do we know what is actually happening inside an institution? Institutional Audit provides a structured approach to gathering evidence, testing institutional claims, examining patterns, verifying procedures and measuring the relationship between institutional design and institutional operation. It distinguishes allegation from evidence, isolated events from patterns, and formal rules from what institutions actually do. Audit is not punishment, investigation for its own sake, or institutional reform. It is the discipline of seeing, verifying and diagnosing institutional reality. Volume VI therefore occupies a critical position in the Doctrine: anticipation identifies what may require attention; audit establishes what the evidence can demonstrate.
